"Removing his connection to the Force I will agree with. He is a powerful person and letting him keep that power only complicates the measures that need to be taken in order to contain him." Jor said.
He raised a finger. "But I won't abide the purging of his memories. I would consider this tantamount to murder, especially considering we are a civilian organization with no authority of judgement for his crimes." He said. He took a deep breath before continuing. "If any Jedi, council member or otherwise, conducts a mind wipe of Ryuu without the express order of a Republic court of law, I will place that person under citizens arrest for their own time in front of a court."

"I admire your convictions, Jor," Si responded, folding his hands together, "but there is no need for such severe speak. This is only the Council's suggestion, and obviously we will wait for the judgment of the courts before taking any action of our own."
Si hesitated a moment before continuing. His thoughts weighed heavily on the boy he'd trained near twenty years earlier whom they now discussed. Si understood Jor's objection to such a harsh punishment. Purging Ryuu's memories would rob him of a great deal more then just his identity, in many ways Jor's comparisons to murder were not far from the mark. Even so... Ryuu was one of only two students of Cain known to the Jedi Council to yet live. Even without the Force, his ability to potentially pass on Cain's teachings was a very real danger. One the council could not ignore.
"It is with no joy that I make this recommendation," Si Quan said finally, "Understand, Master Halcyon, that it is the responsibility of not just the Council of First Knowledge, but of the Order to quarantine and eradicate the teachings of the Sith. This is my decision... should the rest of the Council agree, I trust you will relay our recommendation to the courts, Master Halcyon."

"I will read whatever statement the council provides word for word." Jor said. "And i'm interested to know when 'There is no Sith; There is the Jedi' was added to the code."
Jor bowed and retreated to the door. "If the council will excuse me, I have to beat the crap out of a Jedi Knight. Send the councils statement to me on my datapad and I will transport Jedi Knight Sartori to be officially arrested."
With that, Jor left the council chambers. He silently hoped he wouldn't have to come back here any time soon.

Alric watched as Jor left, he seemed glad to get out of the council chambers. He laughed to himself a small bit before looking over to Master Quan.
"The council is already so divided on matters, I pray that this is a good thing," said Alric as he looked back to the door where Jor had disappeared to. "It's been done before in extreme cases, like with Revan and he turned out for the better didn't he? Though some would say the cost is too high, unforunately the punishment usually falls upon others if the darkside is allowed to fester. He could just as easily train others in the way to use darkside techniques."
Alric sighed for he didn't like the idea of completely destroying a man's concious. He remembered he had over heard masters talking long ago when he was a youngling that the force could do horrible things. Sometimes he wondered what it would have been like had he not been trained as a Jedi Shadow.
"I agree Master Quan," said Alric who scratched the back of his head. "I wish it weren't so. It seems even after the Emperor's death he has left us with a mess we are still cleaning up 10 years later...."
