The Agency
"Some people weasel, and connive, and claw their way to power. But the privilege? The divine right to rule? That's something you're born with."
The guard are the arms of the Sith Lord Danzala, serving as personal envoys to oversee his interests. Their purpose ranges widely, sometimes it's assassinations, sometimes it's to serve as bodyguards for the sith council, and other times it's espionage or dipolacy or recruitment. Other Sith Lords are quite welcome to rent any of the guard for their own means, and agents are sworn to client confidentiality. A civilian on the street wants someone removed? Call up the brotherhood. They will work for anyone as long as it brings in cash to the sith order.
The Duties of Being a Sith Brotherhood Guardsman
First and foremost, it is to provide the Sith as a whole with some leverage against their enemies. The guard consists of some of the best trained force-sensitive mercenaries in the galaxy.
Obligations:
The lives of the sith council take precedence, if a council member is in danger, Danzala's agents will not hesitate to destroy the perpetrator, even if it's Danzala himself. Danzala made sure of that. The point of the guard in his opinion is to strengthen the Sith, not reduce them to civil wars. Consider them like a police force, when the in-fighting becomes too extreme. Often times when fighting fellow Sith, they will use non lethal force - to get the point across that it's unacceptable to weaken our number without at least taking out a few Jedi or Republic commanders at the same time. As Danzala is President of the training institute where the Sith Guardsmen train their units, he is considered a VIP, as are the other four councilors to a lesser extent. If any of these five people gives a Sith Guardsmen an assignment, it's an order, and it will be carried out.
Policies that differ from usual Sith
A Sith Guard will not go outside the bounds of a contract. They are not a non-profit organization, and they don't usually give out handouts. If a mission is at stake, the commanding officer has the discretion to determine if unorthodox methods are needed. But aside from that, you won't often see them running around causing trouble unless their contract forces them to.
To put it bluntly, The brotherhood are merely instruments of the will of the Sith Council. Blood hounds of a government system. They don't adhere to the same code most Sith do, so they won't betray their employers because if they do, they would get mobbed by the rest of the guard. It's a code of honor rare among Sith. And it is indoctrinated at an early age for candidates.
How to Join
Most candidates were hand selected by Danzala or his associate, Wallace Chandelure. Only really young members of the guard would have been selected by other council members because they haven't been involved in Lord Frost's organization for very long.
To be selected, you must prove your ability to wield the force at a young age, and once you are selected, it becomes a very dangerous life style. As the sith are in short numbers, Wallace, Danzala, a few graduates, and some of the Council members will train candidates personally.
It's very simple, if you show aptitude in fire arms you're likely to be trained in that direction, if you're good with computers you may become a Sith Hacker. All agents will be taught how to master the force and lightsaber forms I, II, and V. Some agents who specialize in lightsaber combat will receive additional training. The institute is funded by a King with nearly unlimited resources, so the diversity of courses you can take there have very few bounds.
The Dark Learning Institute
This is a Dark Jedi school privately owned by Danzala, that the rest of council collectively has a 16 percent, or 4 percent per member stake in. Danzala gave away these percentages when they joined the council, and they are welcome to purchase more if they so desire.
Located on Korriban, the school trains kids into killers, teaches them what it means to be a guardsmen, and thumps indoctrination down their throats at a very young age. It's very spartan in structure, those who fail are often just destroyed. There are to-the-death battles among successful candidates who show similar aptitude, so that only number one makes it through to graduation.
Often times, if a student shows prominent promise in the force alone, they will be taken out of the course and made into an apprentice, because the Sith don't want the strongest potential Dark Jedi to be wasted shooting guns if they don't have to.
Guard Hierarchy
Guard Commander - Only one spot is open. This member attends council meetings, and gives the guard orders if the council doesn't directly. He/She is usually the oldest member of the guard.
Sergeant - The best and brightest of the guard, these members lead missions and give out orders
Corporal - A fully trained experienced member, expert in their Profession.
Private - Graduated, but still Green. These members are often sent with corporals and sergeants for on-job field training.
Initiate - Is just that, they are still in school. An apprentice can be any age between 5 and 24, after 24 if you haven't graduated in some field, you will be destroyed unless there is a very, very good reason.
