The Imperial Remnant
History
Separate from organizations like The First Order, the Imperial Remnant is a group of former Imperial military and government personnel who refused to become part of the New Republic. The seed of the Remnant was sewn weeks after the lost battle of Endor where the Rebels had murdered both the Emperor and his loyal servant and second in command, Darth Vader.
In the power vacuum that followed, some among the top Imperial Military leadership saw the writing on the wall and in an effort to preserve the peace, order and well being of the Empire, formed a small fleet with a specific mission. Preserve the Empire and rebuild. This original fleet consisted of an Executor-Class Star Dreadnought named The Emperor's Legacy, an Imperial II-Class Star Destroyer named Epyon, and a Victory II-Class Star Destroyer Revenge. Along with these three capitol ship went hundreds of thousands of personnel, both from the Navy as well as the Stormtrooper Corps. Hundreds of fighters and hundreds of support ships along with hundreds of ground vehicles.
They ventured into the Unknown Regions where they were to stay hidden from the Rebels, coming back into known space only to check on the status of the war and collect supplies. They were present at the Battle of Jakku but could not change the outcome of the conflict and so returned to hiding in the unknown regions, waiting for their moment to strike. They were joined by other ships fleeing Jakku. Two Lancer-Class Frigates named Jackdaw and Lord of Red Lions. An Immobilizer 418-Class Star Destroyer named Scyla, an Imperial-Class Star Destroyer Avenger and finally a MedStar-Class ship White Mage.
Together this fleet trounced through the Unknown Regions, raiding planets for supplies and technology, rebuilding the Imperial Government within their migrant fleet. They ran into Grand Admiral Thrawn's expeditionary force and joined with them for a bit. The Grand Admiral became part of the Remnants ruling council of leadership. They would send scout ships back into known space to gauge when would be the appropriate time to return.
That time has come and the Imperial Remnant has once again come into known space to prove to their enemies once and for all that the Empire will always Strike Back.
Government
The Imperial Remnant is a Military Dictatorship run by a Council of Admirals (COA). This council is made up of Grand Admirals from the Imperial Navy, Grand Generals from the Imperial Stormtrooper Corps and top leadership from the Brotherhood. The Council maintains the name Council of Admiral, despite the fact that not just admirals are part of the council as a tradition harkening back to their time as a migrant fleet in the unknown regions where the Navy played a major role in all the decision making processes.
The civilian populaces of Imperial worlds are controlled by regional civilian governors who are appointed by the COA. Governors are given annual reviews to judge their efficiency in that position. Governors who are found unfit are fired from the job and replaced. Governors are civilian's themselves but are given command of the local detachment of Imperial troops within their jurisdiction in order to maintain Imperial control. Governors are furnished with a Military Advisor, usually a Lieutenant from the Imperial Navy to offer advice and provide information during military situations. This advisor is also a key person interviewed during a Governors annual evaluation.
Under the Governor, local governments vary from system to system, planet to planet. Most often the population's local government is kept in place but made to report directly to the Governor. If the local government proves to be unable to maintain control, proves to be rebellious or is not functioning up to Imperial standards it is the Governors job to either fix or replace the government with something more suitable. This can be done through any means, up to and including Imperial military action.
In situations where the system is functioning adequately, the local military would remain and be augmented by the detachment of Imperial forces allowing the people of the region to serve in their own military to protect their own people with aid from the Empire. In situations where the system is not functioning, the local military is replaced by an Imperial one, via force if necessary.
The Imperial Navy
The Imperial Navy encompasses the entire fleet of starships used by the Empire. Everything from the largest Super Star Destroyer to the smallest of TIE Fighters is operated and maintained by Imperial Navy Personnel.
All other Imperial Forces require the Imperial Navy for transportation in one way or another. The Stormtrooper Corps are deployed using Navy ships and the Brotherhood use Navy ships to conduct their missions.
Imperial Stormtrooper Corps
The ground forces of the Remnant, the Stormtrooper corps recruits, trains and maintains the Empires soldier ranks. Stormtroopers come in many shapes, from the basic Stormtrooper to Spacetroopers to Snowtroopers. Most of them are basically the same, but specialized for particular environments or jobs. Elite units like the Death Troopers and SCAR Troopers are much more limited in number but have access to unique equipment and training.
The Brotherhood
When the Emperor and Darth Vader died at the Battle of Endor many believed that Empire had lost it’s only Force sensitive members as they were the only ones known who practiced the Force aside from Jedi scourge that had been wiped out after the Clone Wars. This however was not true.
Vader and Palpatine had several groups trained to use the Force for various purposes such as the Imperial Inquisitors, the Emperors Hand and the Prophets of the Dark Side. In the aftermath of Endor and the fall of the Empire, several of these people were either stationed on or found there way to the Emperor’s Legacy and together they formed a new group, sharing their knowledge with one another.
The Brotherhood is that group. Made up of three branches, the Brotherhoods purpose is to teach and train loyal Force Sensitive citizens of the Empire in using their gifts for the benefit of the whole Empire.
The Paladins focus on combat, joining the Stormtrooper Corps or Navy in battle to augment the troops. They tend to wear armor and sometimes prefer to use ranged weapons over their lightsabers. Most of them came from the ranks of the Stormtrooper Corps but several come from outside the Empire and were recruited.
The Inquisitors work from the shadows. Their primary purpose to to track down Force sensitives in order to bring them into the fold but they may also be sent on long range missions as representatives of either the Brotherhood specifically or the Empire as a whole. They are trained to and can fit in with local populaces much more easily than your average Paladin.
The Arcainists are the Lore Masters of the Brotherhood. They maintain the library of knowledge and research, as well as seek out artifacts with a significant connection to the Force. This includes both Jedi and Sith artifacts and anything in between. They are the least combat orientated but their dedication to study make them formidable wielders of the Force. When sent on missions they tend to be accompanied by an escort of either Stormtroopers or Paladins.
